We need a tool to manage project costs. Certainly this is something that has been developed many times before. What products are available that do not require complex setups or tens of thousands of dollars to implement?
We need something that can track both budgeted time and then allow for developers to log their actual time against these projects.
Preferably MS-SQL based.
Any suggestions will be greatly appreciated.
We would choose a more expensive product over a cheap or free one that needed more than a couple of days to implement.

We use a product called Clarity. It is SQL or Oracle based on the RDBMS-side.
