As far as I'm aware, it's for the chapter leader, the person that PASS has listed as leader/president/whatever. Contact PASS and ask.

You can designate someone else to use the complimentary registration. I did that just last year since I got in as a speaker.

PASS has also been good about moving registrations for a company if someone leaves or can't attend.
If you haven't been to Seattle much, there are cool things to see. Might be worth a day or two up there before/after if you want. I took my 10yr old a few years ago for his birthday and we spent 3 days wandering around before the Summit and he loved it.
