What do you mean with "fetch reports"?
The error seems clear to me: there are issues with the data source.
Are the reports using shared data sources?

in the sense it should connect to data base and even i feel the same but the people who are using or trying to get reports
are saying that this issue is occurring some times when there is a performance issue in sqlserver and
asked me to find the root cause of this issue and iam new to this organization can you please say what is the exact solution...
i have configure the reports earlier also by that i have conveyed the same to them but they said i have Miss understood
1.The actual issue may occurs when the datasource .rdl file is missing or path is changed.
2.when the Symantec anti virus is blocking
3.network polices are changed
4.port 8080 issues from network
5.iis services stopped.

First of all you have to be 100% sure the reports are correctly configured.
If they are, my next step would be to check the SSRS logs.
