It's new in 2014SP2 -- and not in 2016 (yet).

Thanks Steve for this question, interesting is there a more things, such as
DBCC CLONEDATABASE is only for version SQL Server 2014 SP2.
In SQL Server 2016 is not yet, or there may be used the Copy Database Wizard,
but still some DBAs wish to have DBCC CLONEBATABASE also in SQL 2016,

Perhaps these voices will be heard by Microsoft.
