Hi,
Looking to change a cluster from Active\Passive to Active\Active and install a second instance of SQL. Is there any downtime associated with a change like that? I know SQL Server service can generally just be recycled to pick up changes when necessary, but I'm not sure about changing the cluster configuration.

To be honest, there's no such thing as an active-passive or active-active cluster. There's a cluster and it can have 1 or more instances of SQL installed on it.
What tends to get called an 'active-passive' cluster is a cluster with a single instance of SQL on it. If you want to have a second instance of SQL on the cluster, you need to install the second instance. The nodes may need rebooting, but you can do that one by one, with the existing SQL instance active on whichever node is not rebooting

On a safer side you can create similar virtual envoronment and perform the task before touching live environment.
