So without software assurance, can I upgrade SQL Server 2008 R2 Standard to 2008 R2 Enterprise?
This may seem obvious, but with Microsoft, I've learned to ask.

Best answer would come direct from Microsoft. Based on my dealings, the answer is you still have to buy the Enterprise license at full price.

Do you mean "can I" technically, in that will it work? Or "can I" license-wise?

The latter is no, not without a cost. Even with software assurance, I believe you have a cost. The SA takes you to the next version, not to a new edition.

Thanks for your reply. Actually, I was referring to technically... will a non-SWA version of SQL Server 2008 R2 Std allow an upgrade to a non-SWA version of SQL Server R2 Ent, or do I have to install from scratch?

Software assurance has no effect on your install. It's strictly an administrative item, not a technical one. Meaning the install doesn't know if software assurance was purchased.
