It seems that the only way to allow a user to access reporting services (Report Manager) is to ensure that the user is part of the administrators group of the windows machine that hosts SSRS.
This just can't be right, but seems to be the only way I can establish access for someone to see report manager.
All I would like to do is authorize a user to be a "system user" in SSRS with the "browser" role. But, when I set these permissions for said user, the user cannot get to report manager. The user is has a domain account.
Is there a step I'm missing? What else needs to happen to grant basic browsing/run a report rights to a user in SSRS?

You have to add the person to your application Web.Config in an allow authorization section then tell the person to exclude the SSRS url or IP address in IE under LAN setting or Trusted Sites.
The Web.Config file is in SSRS folder under Microsoft SQL Server in programs, there are many config files make sure you do that in all that comes with security sections.
