My mistake. I was confusing "with execute as owner", which doesn't use single-quotes, with the rules for "with execute as 'login'", which does require single-quotes. You'd want to do it as "with login as 'dbo'". "with execute as owner" might be better, or "with execute as self", will cause it to run under your credentials, even when someone else executes it.
