Windows 2003 EE SP1/MS SQL Server 2000 EE 8.00.818
Can the MS SQL Server services be started/stopped interactivly by a user that does not have administrative privlidges on the host?
Please do not refer to article http://support.microsoft.com/default.aspx?scid=kb;en-us;283811 as it does not apply to my question!

Yes, but you need to modify the ACL on the service to allow start and stop privledges to a user/group for that service.
