One of my techs stopped the SQL service using EM connceted to our clustered instance of SQL.
Now the clustered SQL Service will not leave the online-pending state.
1. How do I get SQL out of the "Pending State"?
2. How should he have properly stopped the clustered SQL Service?

From Cluster Administrator, try to initiate failure or talke offline to see whether you can change the Pending State. Are all other resources SQL Server depends online?
Never use EM to stop/start clustered SQL Server. You should use Cluster Administrator.

Tried to initiate a failure. That did not work.
All other resources in the group are online. Users can even connect to the database and run queies.

If the refresh deesn't change the pending status and you have the opportunity to shutdown SQL Server, Go to the machine service to stop the SQL Server service and verify the status from cluster administrator. Bring it online from there.

Yup status stays the same.
Reboot both nodes. Same thing happens
Reboot both nodes, left one node off-line. Same thing happens
