How can we identify the SSRS service restart.
From event viewer I am seeing daily the errors
Report Server Windows Service can't connect to the report server database.
This is happening almost every 12 hrs.

The Windows event log will have the service stop and start events.
You also want to look at the database server to see if the SQL Server that hosts the report server databases is being restarted.

There is no info about the SSRS service restart or the no evidence about the SQL DB restart but I am seeing the errors Report Server Windows Service canot connect to the report server database twice per a day

Are the SSRS service and the ReportServer database(s) on the same server?
Are there any errors in the SQL Server Log or failed Login messages?
How are the databases being backed up?
Are there any SQL Agent jobs that run at the times that the report server service cannot connect?

I am seeing errors on server A, where the report service is running but the report server database (From SSRS configuration manager) is pointing to server B.
Are you talking about the jobs in Server B?

Yes I am talking about jobs on server B.
I'd also suggest talking to your infrastructure (network and server) people. There could be network issues or issues with network connectivity, but if it happens at the same time every day then I'd bet on some sort of scheduled maintenance or activity causing it.

When I click on the report manager URL, I received following error
Report server cannot open a connection to the report server database. A connection to the database is required for all requests and processing (rsReportServerDatabaseUnavailable).
They are using service account built - in- account Network Service.
There are no jobs except one of the report job which is schedule to run on 7am. But I see SQL agent is not running. So just I start the Agenet service. Basically I didn't see any jobs that is running on Server B (Report Server DB server)

Which service is running under Builtin\Network Service? The SSRS service or the SQL Server Service? I'm not sure that will work with the RS database on another server.

From the SSRS configuration manager the service Account is Network Service but the SQL Server using Domain account as service account

It certainly seems to me that you are experiencing a permissions issue where Network Service does not have permission to access the database server. You should have failed login messages in the SQL Server log.

I didn't see any failed login messages.
