I found a post for exactly the same problem I am experiencing, but it was 4 years ago and no answer was posted.
The report behaves fine when in Report Builder and the headers are fixed, but when deployed to a Report Server the right scroll bar causes the whole report to move, not just the data in the report, so I lose the top ribbon bar and the report headers as well.

Thanks, but I have them fixed when running the report from Report Builder, but I am delivering it via SharePoint and when it runs everything scrolls up (see attached).
I'm thinking it is possibly the way the report server is set up, rather than a report issue.
