This is really a DBA admin question or DBA team. We are migrating our reports from SSRS 2005 and SSRS 2012. In addition we are locking down the permissions so that developers are not content managers on the production ssrs. We did create a QA environment to test reports once a developer is done creating it. We DBAs deploy the report and only give Developers Browser access to run the report, if needed but QA team have more permissions.
As I see it, a developer can create a SSRS report in VS, preview it and then we would deploy it to QA, once tested, we deploy to production.
Do other DBA departments have a developement SSRS server which allows developers to deploy their own report before it goes into QA or have them do it locally first?
What if they want to create data driven subscriptions, is this something a DBA would do or give the developers content manager role to do it themselves?

Generally in the environments I have worked in the past, only the DBA's have had the skill set to develop SSRS reports, so we controlled everything.
We also didnt allow the users to create subscriptions, if they wanted an automated report then they had to go through the DBA's to set it up due to each subscription creating a job name with a GUID, so we tracked the GUID with the report and the user requesting it.

Thanks for the reply, unfortunately right now the development groups are creating reports and I am slowly trying to get some control of SSRS. I am just wondering if it is necessary for a developer to have a Dev ssrs environment or if they can install SSRS locally,then tell us to deploy it. I guess it comes down to how pain in the butt i want to be about giving them their own dev ssrs.

SSRS can be installed locally but if they have access to the report server, they can deploy the reports themselves and you are out of the picture.
If only you have rights to access the report server then they have no choice but to give you the reports for deploying from BIDS or uploading from Report Manager itself.

As H4K said, you could just leave the developers with BIDS and get them to develop reports in BIDS, ensure they work as intended, then they can give you the package to deploy to which ever server they want it deploying to.
But yeah it does just come to how locked down you want the environments to be.
