If you are talking about Report Manager, it is not possible.
If you want a custom page, you'll need to integrate SSRS with SharePoint, or build your own website and call reports with the ReportViewer object.
Need an answer? No, you need a question

in 2008r2, I was able to add an image link to the folder.aspx page which then shows on the home page. Of course this item is not supported, but the logo shows fine.
The folder.aspx file is located in the main SQL server directory. then reporting services\reportmanager\pages

I was thinking that you could hack into the pages used by Report Manager, but then I thought "let's keep it the official way". 😀
