Can it be changed? Not the text editor window and fonts, but rather the toolbars and empty environment colors. I hate the default blue color.

You can use you're own custom style sheets.

Geez...I'm sorry. I meant SSMS (SQL Management Studio 2012).

In the SSMS menu look under "Tools>Options" for Fonts and Colors.
There are no color themes available, but you can configure any part you like.
