I am not sure how to respond... I said I always thought SSMS was free to use, not just free to download... he wants something more... anyone have a Microsoft Link I can point my management to?

I'm not sure what your boss gets from this. If you don't violate copyright, redistribute this or alter the program, you have a license. That's what the page says. There's no cost or key involved.
Read the page. Find a place where it notes there is some payment.
