That general issue has a ton of different fixes. It's been going on for quite awhile with different versions and I've never read any consistent thing that fixed it for anyone. On any version. It' varies from clearing the VS cache, uninstall/reinstall, repair .Net, repaired SSMS, repair MS Data tier framework versions, installing different pieces of VS, patching VS, fixing the registry entries (apparently in some cases it points to invalid locations for dlls and such that are needed). But the list goes on and on and on. Probably the best you can do is start with checking the ActivityLog.xml file. It usually has warnings/errors about specific files missing. And then just go from there. Try searching on "package did not load correctly" and then add whatever files are listed as the problem in the ActivityLog.xml file.
