I am shocked by this, but when I try to connect SSMS 2008 to SSIS on a 2005 server I get an error "Class not registered". I have searched all over the web and found very little, here is one I did find.
Microsoft is normally very good about at least acknowledging a problem and at least stating if they will address it. But in this case, I find nothing.
I can say that I do not have remote access to the server that is running the 2005 SQL Server and also do not have normal local admin, but my windows network admin guys are good and tell me it is a bug in SSMS 2008 that can not connect to SSIS 2005.

You may find this link useful where MS is acknowledging that connecting from SSMS 2008 to SSIS 2005 is not possible.
