The KB article is about stopping or pausing a service, not starting it. But you could try to install the service pack and see if that helps.

Check if the network service account has all the necessary permissions to run the SSIS service.
This account is normally the default for SSIS, so something must be out of order in your system.

I m using Network service Logon and gives me error.
if i use Localsystem as log on than SSIS start !!
i dont know why?
