Is there a way to save a SSIS package in metadata instead of saving as dtsx file?

Uhmmmmm,
Nopes.
There are 2 ways you can save your package, to File System (generates a .dtsx file), or to SQL server.

There is a tool that you can download free trial for.
it Captures metadata within a repository from Relational, SSRS, SSAS and SSIS and ties it all together to allow you
to perform impact analysis and search via a web portal.
You can also maintain and extend this metadata centrally via a collaboration feature in the portal.
