I have attached a .JPG file showing Package Properties and the help file that is supposed to tell me how to execute the Deployment Utility.
I am having no luck following the help file directions. I am not seeing a caption for "Deployment Utility".
Could someone please help?

My image was hard to read. I am reproducing the Help file steps below. I got to Step 3 and got stuck.
To create a package deployment utility
1) In Business Intelligence Development Studio, open the solution that contains the Integration Services project for which you want to create a package deployment utility.
2) Right-click the project and click Properties.
3) In the <project name> Property Pages dialog box, click Deployment Utility.
4) To update package configurations when packages are deployed, set AllowConfigurationChanges to True.
5) Set CreateDeploymentUtility to True.
6) Optionally, update the location of the deployment utility by modifying the DeploymentOutputPath property.
7) Click OK.
8) In Solution Explorer, right-click the project, and then click Build.
9) View the build progress and build errors in the Output window.

You're looking in the wrong place.
Try the 'Project' menu - the item at the bottom of that menu will say [project name] properties - select that.

Instead of fumbling with the deployment wizard and manifesto, you can install BIDS Helper (it is free). It allows you to deploy packages and projects with a simple right-click.
Much easier!

I am restricted by the organization I am a contractor for from bringing in "unapproved" software. Getting software approved is next to impossible.

You only need to install it on you own development machine. If it is not your own computer, than you'll need to fumble with the deployment wizard 🙂
Or you can script everything out using the dtutil utility.

The organization has to approve all software no matter which machine it is on ... :w00t:
