We changed some service accounts over the weekend and now a few SQL 2000 servers do not let anyone log in with TCP/IP Sockets. We get a "Cannot create SSI Context".
I've searched MSDN and Technet, seen the v7.0 registry key item as well as a few things that do not appear to be related.
We are all Windows 2000, Native in Active Directory. If we change back to the old account it works. Not sure why. The accounts look the same. It's a domain user, local admin.

Have them reboot. Seems to work, dont know the why of it though.

Tried reboots, client and server. Nothing seemed to work except changing the account back.
Researching the account now.

I'd suggest looking to see how the change affects AD and how long it takes to replicate to other controllers, what effect it has. Hope you dig out the answer!
