Can you have more than one report server database on a SQL 2000 Server? I have SRS installed pointing to a report server database I want to install SRS on a test web server and point to a test report server database?

No. SQL creates two databases for Reporting Services, ReportServer and ReportServerTempDB.
Can't have two sets of them on one server.
