Recently, I have a SQL 7 that has 'MS SQL Server/ ODBC Error' reporting sqltrace.dll or one of the DLL it reference failed to initialize. Well, I tried to reinstall SQL 7 but it seems SQL does give me that option. Does anyone know a good way of rebuilding the SQL registry/files? thanks in advance..

Check "registry rebuild" in books online.

I tried regrebld -restore w/ but now I got another error on top of the previous one. Now I got SQLServer.exe - DLL initialization failed.

The only time I ran regrebuild, I did not supply a parameter and it did the job. The reason I did not supply a parameter is because I did not run the -backup parameter after install.
