Download VMWare, one of the versions is free, and then you can install XP Pro if you have installation CD and then you can install both SQL 2000 and 2005 on XP Pro.
Here's the link for free version of VMWare:

You cannot install Sql Server 2005 enterprise edition in Vista or XP you need to have a server OS like Windows 2003 to perform the same.
Also you cannot install Sql Server 2000 in Windows Vista. You can try as follows,
1. You can download the Sql Server 2005 evaluation edition which is valid for 180 days and it has all the features of enterprise edition. You can install the same in Vista as well. Refer the below link to download the same,
2. In order to install Sql Server 2000 in Vista Ulitimate you can download and install Microsoft Virtual PC. Please refer the below link to download the same, http://www.microsoft.com/windows/downloads/virtualpc/default.mspx
After installing it you need to install your OS may be Windows 2003 with SP1 in it and then install Sql 2000. It 'should' work fine.

Had the same issue and ended up downloading SQL2005 Express. For what I needed (Running a local DB) this works fine.

Enterprise Edition requires a server OS.
If you're planning on using it only for personal use, or for dev use, you can use SQL Server Dev Edition on Vista. That's the same features as Enterprise, but with a limited license (can't be used for production databases.)
If you really need to run 2000, or to run Enterpise Edition, set up a virtual server for that.
