In the Docs Client Protocols Properties (Order Tab), there is a note that the protocol order settings are not used by Microsoft .NET SqlClient. The protocol order for .NET SqlClient is first TCP, and then named pipes, which cannot be changed. This would mean that the correct answer is "You cannot change the order". The explanation given for QotD can be accepted because any protocol order settings for the .NET SqlClient from the user in SQL Server Configuration Manager may be possible, but will not be used.
