has any one heard of SQL Xpert?
where can i get more information about the product?

I think you may be referring to a feature of Toad for SQL Server, developed by Quest software.
There are versions of Toad for Oracle, MySQL and SQL Server (and maybe others too)
Included in the suite of tools is a version called Xpert, which is one version below the professional suite... I used it before against Oracle databases and found it to be a great tool.
