Sorry again - I'm new to MS SQL srvr and it is only one part of my client's overall plan, but want to be sure and understand a few things.
My client seems to think that when they install SQL Srvr 2012 on their 32-core server (4x8-core Sandy Bridge) that they can tell it to only use 20-cores and only have to pay for a 20-core entitlement. I have not seen this sort of thing with Oracle or DB2 in the past (they always see the core count visible to the OS and require commensurate licensing).
Is this really a licensing feature supported by the product or is my client mistaken?

Most folks here, myself included, are going to suggest you talk directly to MS or your vendor for licensing questions. It can get pretty complex.
