Some process is sending a stop to the service control manager.. That can't be prevented since it happens and is normal.... Only a fairly high level user could do that.. I'm not sure by I think that this can be audited from the OS level..

More detail would better help us determine what the problem is. Could you provide a few of the messages that stand out prior to the one provided? Also is the SQL Server configured as a cluster. This message will pop-up when the cluster fails over to the second node.

You might try looking at the System Log to see if there is a security event at the same, or near the time. I did a shutdown on my local machine and I can see the user that sent the request. You might look there..

This generally happens immediately before you server bootsup or shutdown.
And
if somebody manually stoping the services from Service console.
As stated by other check the windows event logs for more details.
