1. is Per Core or Server/Cal
2. how many core will this support
3. What is meaning of SNGL=?, MVL=? and 2Lic=?

SQLSvrStdCore - License Type
2014 - Edition
SNGL - Single
MVL - Microsoft Volume Licensing
2Lic - 2 Licenses
CoreLic - Core based
So this is Per Core
It will support 2 cores
Please don't confuse Cores for Processors, its no longer done on physical CPUs in the server but how many cores are on the CPUs
Also the minimum purchase per server is 4 cores even if the server only has 2 cores

suppose if SQLSvrStdCore 2014 SNGL MVL 2Lic CoreLic is purchased , so can we download and install SQL Server 2012 Std Edition 64-bit Per core from Microsoft volume licence site/link or we need to download only SQL Server 2014 Standard Edition 64-bit Per Core.

No, minimum for server/virtual machine is licenses for 4 core, downgrade rights are part of volume licensing, you can read details in Product Use Rights (PUR). http://www.microsoft.com/en-us/Licensing/product-licensing/products.aspx
