I have already installed SQL Server 2000 on a PC with Win98, and the option in SQL Server Manager of SQL Server Agent are disabled but I don't know why... and I can't select the option to auto-start service when OS starts...

Windows 98 doesn't support the service architecture even though you can use the personal edition of SQL on Windows 98.
I would suggest looking at upgrading to at least Windows 2000 professional if you can.
