Is it possible to use linked server for a SQL Server that resides on different VLAN that is in the same domain?

Generically - assuming you can "see" the VLAN from machine off of the VLAN, then yes. Of course - one of the big reasons to use VLAN's these days is to set up pseudo-private networks, and if the VLAN you're trying to contact is one of them - you won't even see it.
Start by seeing if you can get to that server from windows explorer first/ping it. Assuming you can - then you might need to work with your network admin to ensure that you have the right ports/protocols open to get to that machine.

not only that, but you can access sql servers that are in different states as well
