we've had this on and off a few times a year for the last few years
SQL Server freezes and people can't get in. sometimes if we reboot a domain controller it's back up. Other times we have to reboot SQL and I guess it grabs another DC. Anyway to point it to a dedicated domain controller?

So no new users can connect I assume. I am going to go out on a limb and assume that there is not really an AD guy at your site. So let's ask a few questions ...
Does the SQL Server errorlog have anything unusual in it ?
Does the Windows event logs on the SQL Server have any promising errors ? (System and Security)
Does the Windows event logs on the DC have any promising errors ? (System, Security and AD?)
Now a few more questions:
Can existing connections to the SQL Server still function ?
Can you RDP into the SQL Server and see if you can ping the DC ?
Can you RDP into the DC and ping the SQL Server ?
Can you execute an xp_cmdshell 'Dir \\some server\C$' from an active SQL Server connection ?
