I've always been told that a company should first make the decision to hire some individual and then come to an agreement about salary. It sounds as if this company is more concerned about money than people. IMHO if you want to apply for this when you address the salary issue (and you must in a covering letter) simply say "with respect to my salary requirements I expect to be paid commenserate with my level of experience" Emphasize what you can do and don't discuss specific numbers until you know they are interested in you. And do research as to what is an appropriate level of compensation based on your experience, the area of the country (Chicago may have higher salaries than say Fargo, ND) See various job sites for more information as to how to deal with HR depts that try this kind of trickery. This could mean they are more interested in paying as little as possible as opposed to the actual skills and abilities of the applicants.

Unfortnately, often when a position is approved at a company, it is approved at a specific salary. Thus, they know how much they can pay before they start interviewing. They're probably not stating it up front in case you come up with a lower number.
I always give my salary requirements. If they can't afford me, there's no sense in wasting my time. And in the current job market, there is practically no chance that they can go beyond their maximum, even for an exceptional candidate.
