Can SQL Server 2016 license be used to install SQL Server 2008? Editions are same.

No. The licences are both edition and version specific. A licence for 2016 enterprise cannot be used for any other editions of SQL Server 2016 (such as standard) or other versions; such as SQL Server 2008 (any edition).

Does MS still provide license for sql 2008? I know support for sql 2008 has already ended. One of client's database is in sql 2000 and now there is need to migrate to sql 2016. Since we cannot migrate directly from sql 2000 to sql 2016, we need sql 2008 first to migrate database from sql 2000.

No. The oldest licences you'll likely be able to buy from Microsoft is 2014; as that's the oldest fully supported version. You will, however, likely be able to find vendors that still have licences. Likely worth talking to your software vendor about it; they are far better and more experience with these things.

That's a license 'downgrade'. If you are licensed for the current version, in most cases, you are licensed for SQL 2008.
