The SQL Server Integration Services 11.0 service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

May not apply but I've seen it happen when the machine.config file in the .Net config directory gets messed up. You may want to check the time stamp on that file and see if it changed.
Check the 4.0 version in Windows\Microsoft.NET\Framework\v4.0.xxxx\Config

Not your SQL logs, your event logs. This'll give better information.
