looks like licensing:
licensed for cores on the hardware, or optionally with client cal licenses:

The difference is the Core edition is aimed at the Windows Core edition rather than standard Windows.

Ah yes, the two possible answers I was thinking of 😀
...still not sure which is the case. Isn't 2012 core only licensing, no CAL option?
