I have 2008 enterprise I would like to upgrade,questions I have sql server 2016 standard replicating data to 2008, if I upgrade that server to 2019, will replication still work? or I should upgrade to 2016? Thank you

What type of upgrade are you planning to run? Side by side? In place?
Replication only works when the publisher and subscriber are within two versions of each other.
So if you plan to do In place 2008 will work with 2012/2014. 2012 with 2014/2016. 2016 with 2017/2019. 2017 with 2019/2022.
So you need to ensure your upgrading both the pub and sub and do it on multiple steps. 2008 to 2014 to 2017 to 2019, so you need to do 4 upgrades, you can’t just jump straight to 2019.
However if your doing side by side then as you will need to rebuild replication then yes build new install 2019 move the databases, rebuild replication.

and in addition to what Ant said make sure you have ALL of your replication setup scripted so you can re-apply it easily
