Hi,
Format my PC and installed SQL Server 2008. Setup hangs as shown in image
Installing on Win 7 64 bit OS. To install SQL Server SP1 is left to do due to this.
FYI, the top text reads: Running post-Windows Installer configuration timing actions
the bottom text reads: SqlEngineConfigAction_install_startup_Cpu64
Please Help!

Have you looked at the installation log? Otherwise people can only guess.

You need to find the SQL Server installation log and look for the error message associated with your problem.
There are very many possible causes, so without you saying what the error message is then it is hard to guess what the problem is.

To add what others have already mentioned, the setup logs are located in the below folder.
C:\Program Files\Microsoft SQL Server\100\Setup Bootstrap\Log

Have you had any previous versions of SQL Server installed on this machine that have since been removed?

Try This:
1. Download SQL2008 Service Pack 2
2. Run Initial install of SQL2008 ( If it fails its ok)
3. Run Downloaded Service Pack 2 ( this upadates the shared files with new ones which is casuing the setup to fail initially)
4. Re Run Initial Setup of SQL2008
