Yes. You need to have all copies of SQL Server licensed properly. Contact Microsoft if you have questions about specific details of the licensing requirements. I recommend contacting them, because any advice you get that's not from them, if the advice is wrong, could end up being a legal issue for you. Advice from them won't cause that problem.
