First of all, I apologies if this has already been answered in other forum posts but I have searched the forums and have not found anything which matches my query.
We have a user which uses two PCs to run complex SQL queries and processes on copies of databases so that the queries do not affect the performance on the main SQL database server. My question is, do we need to have licenses for these two PCs as they do have the full SQL Server Database instance installed, along with IS, SSIS and RS?

Yes, they need to be licensed.
If this user is doing development work, they can be developer edition, if the user is doing work with real data for business purposes, then it can not be developer edition.

I think the situation stems back to when I started working with SQL and was asked if an instance could be installed on a PC without a license. At the time, I was none the wiser and thought, as it's on a PC, then it would be OK.
Oops, my bad.
