Still makes me think it's permissions. When you start the service interactively like that, it runs in the context of the account you're logged in as, not the service account. Is SQLAGENT.OUT created in the normal place?
I agree with John, sounds like permissions somehow. Could someone have restricted permissions in folders? Maybe a security lockdown that is overriding the Config Manager grants?
