After installing windows server service pack2 on the machine running sqlserver 2000 .all the user could not start the 3rd part application used to read and write info to the sequel instance .We resolved the problem by giving all the domain users admin rights which is not good.how can I solve without giving users too much rights.

I'm sorry but you haven't provided enough information.
What is the OS version?
What errors did you get? It didn't work doesn't mean anything..
Lets start with that and see where we can go from there..

It is windows server 2003 R2 and there error says unexpetcted error from the 3rd party application.

How does the 3rd party app connect?It could be as simple as a service account.
When you say you gave all domain users 'admin', what does that mean? DBO to the database or SysAdmin to the server?
Also, can you confirm sql version? Cause i cant beleive anybody would only just be installing sp2 for SQL2000, you must mean SQL2005 (standard or enterprise)?
Run this:
