David,
as far as I know only a trial version can be downloaded from MS Download center. Maybe if you're a MSDN subscriber, you can get a full version, but my subscription has expired so I don't know for sure.

Markus,
Thanks, MSDN turned out to be the answer. I did not have the login info, but someone else did.

If you don't have an MSDN subscription you can order the CD:
http://www.microsoft.com/uk/windowsserversystem/reporting/howtobuy/default.aspx
which says in part:
If you are a current SQL Server 2000 customer, you can obtain the installation CD (media) for SQL Server 2000 Reporting Services if you have a valid SQL Server 2000 licence, as detailed in your retail product end-user licence agreement (EULA) or volume licensing agreement. Please note that obtaining the media does not grant any additional SQL Server licences to you.
If you have a valid licence for SQL Server 2000, you are licensed to use Reporting Services on the same server for no extra licence fee. If you want to run Reporting Services on a server that is not licensed for SQL Server 2000, you must buy a separate SQL Server 2000 licence for that server. "
