Put simply, a component of SQL Server 2008 is Reporting Services. The adhoc reporting tool supplied is the Report Builder product.

Hi
Report Builder is a great tool to use. Highly recommended. The problem that I have found is that many users (especially business analysts) are not programmers and thus at the end of the day you may land up doing the work for them. 🙂
With this in mind, what we have done is implemented two great third party tools put out by Information Builders New York called WebFOCUS and InfoAssist. Most sincerely, this is not a plug for the product but an aid to keep my sanity and cut down on client support. 🙂

I think it might have to be signed (I guess it would be if you put it into the cache). You also need to do things to some configuration files, check the instructions at http://msdn.microsoft.com/en-us/library/ms153561.aspx
I've never been able to get custom assemblies running without crashing BIDS myself (RS 2008 SP2) 🙁 I'm planning to try again soon though ...
