Can the management tool needed to do restores and backups to a SQL2005 database be downloaded, and if so ... where can it be found?

The main management tool I use for that is Management Studio. You can download the Express version from MSDN for free. The full version is on the SQL Server install media (assuming you have a version of SQL Server above Express), and you can install it on as many computers as you need to without additional cost.

Is the Microsoft® SQL Server® 2008 Management Studio Express able to manage a 2005 database?

Yes, you can connect to any SQL 2005/2000 database engine (not sure about the earlier versions) from SSMS 2008 Express.
