For configuring SQL Mail (SQL Server 2000), recommended mail client is MS Outlook 2000,
Is it possible to use MS Outlook Express as the mail clinet, or is there any other way?

You might look into xpsmtp, it's a popular alternative developed by a guy that was on the development team for SQL Server agent.

You need a MAPI client. Or xpsmtp, which is an extended stored proc itself.
