I have rebuilt this server running Windows 2000 and SQL 2000. All was installed and patched. SQL Agent was running for a week or so and the BAckups and TLogs were running. I noticed that it stopped backing up so i stopped the SQL Agent and now when I try to restart within Enterprise manager nothing happens. I go to Services and Start from there and I get:
Could not start SQL Server Agent on Local Computer
The service did not return an error. This could be an internal Windows error or an internal service error.
The server has been rebooted ... Please Advise?????

Did you remove BUILTIN\Administrators login or change sa password?
Right-Click SQL Server Agent in EM, General tab
What Service startup account is SQL Server Agent running under?
Does this account have a SQL server Login and is a member of sysadmin role?
Connection tab
What SQL Server connection account is SQL Server Agent using for Jobs?
Does this account have a SQL server Login and is a member of sysadmin role?
If you changed the sa password and this is the account used, then change it here as well.

Thanks Andy, as this was the issue. I had deleted the built in ADmin account. I made the changes to adjust to the admin account I am using and all seems to function again..
