Notification Services is a new feature of SQL Server 2005. There is no Notification Services in SQL 2000. Yes, this is a service.

Yep - same application give or take features added/changed with the change from Notification Services 2000 to Notification Services 2005

If it is installed it will show up in the add\remove applet of the control panel
