This looks like the SP4 SQL script has problems shutting down and restarting your SQL-Server instance. Can you shutdown and restart that service manually ? The restart command is failing with a timeout.

The SP4 scripts are able to physically stop and start the sql services, I hv observed that in particular. After the sql servives are started, the sp4 installation goes for a toss.

Have you checked the SQL-Server ERRORLOG and the eventlog ?
It seems that the SP4-script can not start the SQL server (actually its not getting back the "server started" information from the Service Control Manger).
Can you start/stop the MSSQLSERVER service manually via services.msc/net start/stop ? How look do these operations take ?
